National and International Framework
Policy and legal framework regarding international agreements as well as European and national legislation and regulations govern the management and utilisation of plant genetic resources. Different actors and bodies need to be included in implementing and carrying out of measures in this area.

The conservation and use of plant genetic resources does not constitute an independent policy or legislative area. It is primarily influenced by trade, agricultural and environmental protection and nature conservation policies. In addition, special seed legislation governs the exchange and trade of seed for the most important crops.
