New global biodiversity framework: Negotiations start in August

The new biodiversity targets aim to result in a transitional change towards living in harmony with nature by 2050. To this end, the upcoming 15th Conference of the Parties to the Convention on Biological Diversity is to adopt 10 milestones and 21 ambitious action targets by 2030. Starting on August 23, the preparatory open-ended working group will meet for the third time to prepare recommendations on the draft framework published in mid-July.

The first detailed draft of the framework contains concrete figures on protected areas, the reduction of plastic waste or harmful environmental inputs. It calls upon all economic sectors to reduce negative impacts on biodiversity and strengthen positive ones. It requests a substantial increase of financial resources for the conservation of biodiversity, especially in developing countries. In this context, the topic of digital sequence information from genetic resources is also on the agenda. On the one hand, the publicly available data sets of digital information on genetic resources worldwide form the basis for solutions to achieve the biodiversity goals and sustainable development. On the other hand, the principle of benefit sharing from the use of genetic resources, as enshrined in the Convention, is facing major challenges.

Due to the pandemic, the negotiations are dragging on and negotiating parties agreed to take final decisions only in face-to-face meetings to come.
